Having found its sovereignty in 2002, Timor-Lesteis one of the world’s youngest countries. As thecountry finds stability, the development of theagriculture sector is rapidly becoming an importantpillar for the structural transformation of thecountry’s economy.Timor-Leste currently faces enormous economicupheaval, as its oil reserves begin to run dry. Initsplace, coffee is set to become that nation’s mostvital export. In Timor-Leste, our work is currentlyfocussed namely in the municipality of Ermera. Oneof thirteen municipalities in the country, it is hometothe largest coffee production volumes, whilst almost60% of the municipality’s population live below thepoverty line. Coffee is Timor-Leste’s most importantcrop, and with the end of oil income, improving thecoffee sector is of critical importance. Coffee isthesecond-highest earner for the country after oil, with37% of households depend on coffee for income.However, productivity is extremely low, alongsideprofitability which is both low and volatile. Thisisbecause almost all coffee is sold in the commoditymarket for a discounted C price. Globally, we useaframework to compare options of where and howwe work in terms of potential for economic andsocial impact. We met with groups of producers invillages across Atsabe to hear about how the coffeemarket has served them in recent history.
